For some time now, and from many different quarters, petitions have reached the Holy See requesting that those who were unable to be physically present to receive the Apostolic Blessing imparted by the Supreme Pontiff Urbi et Orbi on solemn occasions, together with the most complete remission of the sins forgiven, might nevertheless be able to obtain a plenary indulgence if they received the same Blessing devoutly and prayerfully by means of radio.

Therefore, after the matter had been carefully and thoroughly considered, the undersigned Cardinal Major Penitentiary, in an audience held on the 10th day of the present month and year, submitted such a matter for the decision of the Most Blessed Father.

The August Pontiff, having heard the report presented by the same Cardinal, and greatly desiring that those things which advancing modern times have introduced through the study and progress of human sciences might serve the salvation of souls, graciously decreed and established that both those who are present and those who are absent at any distance, provided that they receive by radio, with piety and devotion, the Urbi et Orbi Blessing imparted by the Supreme Pontiff, may gain a plenary indulgence, under the usual conditions.

His Holiness further ordered that the present Decree be made public.

Notwithstanding anything to the contrary, even those matters worthy of special mention.
